which sway gently in the late afternoon breeze. A group of sparrows twitters from out of sight. In the distance, a horse neighs twice and another reciprocates faintly as if in a dream. Then dogs start to howl. I pull the blanket over my head, trying to shut them out; sleep is an expensive affair.

Once on my way back to
college, I came across an unearthly scene, which cannot be imagined. There was no movement of vehicles and every road was filled with the cries of a mob. Yes, it was a wildcat strike!

TENTH PLAN DRAFT 20 February, 2008 - Of the seven broad development themes in the draft 10th plan document, which will be discussed and approved by the new parliament, the highest budget allocation, Nu 20.465 billion, is for building and maintenance of national highways, roads to hydropower projects, new power transmission lines and development of air and surface transport.
